Auf der anderen Seite gibt es Länder wie Nigeria und das frühere Zaire, die über wichtige Ressourcen wie Erdöl und mineralische Bodenschätze verfügten und nicht in der Lage waren, sich entsprechend in den Welthandel zu integrieren. Die wichtigste Bedingung, die den Weg zur Integration öffnet, ist eine aktive Regierung innerhalb der nationalen Gesellschaften.
